Transparency and Social Accountability

The Government of Uganda's stated priority for reform in the water sector is strengthening the quality of service delivery. The government is concerned that the majority of Ugandans have no easy to reach access to clean and safe water, in part because many water supply schemes are constructed at great cost with public funds but are not properly managed and maintained. The Ugandan government has persued an active and explicit anti corruption strategy within the provision of water and sanitation services. The sector Performance report for 2006 indicates an alarming trend in unit cost increase in service delivery, an increase that may be resulting from the lack of accountability and transparency.
